Local Health Board

In December 2008, the Minister for Health and Social Services, Edwina Hart, proposed changes to the way the NHS is structured in Wales. This meant big changes locally for Trust and Local Health Boards, with the three organisations joining together to form Cardiff and Vale University Local Health Board from 1 October 2009. The new organisation is one of seven Local Health Boards across Wales.

This new and simplified structure has clear benefits, including improvements in services, better health quality and access, more support for people at home and in the community, and more money for front line services.

The new Cardiff and Vale University Local Health Board brings together the former Cardiff and Vale NHS Trust, Cardiff Local Health Board and the Vale of Glamorgan Local Health Board, into one organisation.

In this way, health services for people in Cardiff and the Vale of Glamorgan are more streamlined, meaning more money can be spent on frontline patient care.

Health, Social Care and Wellbeing Strategy

LHB’s and Councils are responsible for agreeing and implementing a Health, Social Care & Wellbeing Strategy for their local population.

The National Health Service Reform and Heath Care Profession Act (2002), places a duty on each Local Health Board (LHB) and Local Authorities in Wales, to formulate and implement a strategy for the health and wellbeing of the population in the area and to have regard to that strategy in exercising their functions.

The Health, Social Care and Well-being Strategy uniquely affords joint responsibility of the
Local Authority and Local Health Board for the planning of NHS services and health related local authority services. The strategy spans the whole spectrum from preventative action through improving health to care services provided by the local authority, NHS, voluntary sector and private sector. It provides the strategic context within which detailed service delivery and operational plans can be taken forward by all partners.

The aim of the Strategy is to:

• consider all aspects of the health social care and well being of the population of the Cardiff and Vale area
• improve services, ensure better planning and investment of resources by organisations serving the population
• Ensure better planning and investments of resources by organisations serving the population
